The Instituto Federal de Telecomunicaciones (IFETEL) in
Mexico has initiated a public consultation concerning the classification of the 64-71 GHz frequency
band as unlicensed spectrum. This consultation, which began on August 22, 2024,
invites industry stakeholders to provide input on the draft regulation by
September 20, 2024.
Regulatory Framework Update
IFETEL’s new draft, officially known
as “Agreement by which the IFT classifies the 64-71 GHz frequency band as
unlicensed spectrum and establishes technical operating conditions for the
band,” seeks to adapt Mexican telecommunications policies to current
technological and international standards. This proposal is guided by the
Federal Telecommunications and Broadcasting Law and the Organic Statute of the
IFT.
Key Objectives of the New Draft
The
draft regulation aims to achieve several critical objectives:
- Classification as
Unlicensed Spectrum: Designating the 64-71 GHz band as unlicensed to
facilitate broader and more flexible use.
- Technical Operating
Conditions: Establishing conditions to ensure the efficient use of
the spectrum, promoting public access to new technologies.
- Alignment with
Global Practices: Harmonizing the use of this band with international
best practices to foster global compatibility and innovation.
- Support for
Technological Advancement: Encouraging the introduction
of new technologies in this band without the need for a concession, aiming
to enhance competition within the telecommunications sector.
Importance of Public
Consultation
The public consultation process is
crucial for ensuring that the regulatory changes reflect comprehensive
stakeholder insights and contribute to the effective management of the
spectrum. The accompanying reference document, “64-71 GHz Frequency Band,”
although not under consultation, is intended to assist stakeholders in
understanding the proposed measures and providing informed feedback.
Strategic Implications for Telecommunications
This regulation marks a significant
step towards optimizing spectrum use in Mexico, aligning with technological
advancements and international standards. It underscores IFETEL’s commitment to
fostering innovation and competition in the telecommunications industry by
opening up new possibilities for device and technology developers. By
participating in this consultation, stakeholders have the opportunity to
influence the future of telecommunications regulation in Mexico, ensuring that
the framework supports both current needs and future advancements.
