UK Ofcom: Greenlights Satellite Direct-to-Device (D2D) Services

Ofcom has officially finalized the regulations required to launch satellite Direct to Device (D2D) services, effectively bridging the gap between traditional mobile networks and space-based connectivity.

The UK’s Office of Communications (Ofcom) published the Wireless Telegraphy (Direct to Device Satellite Communications) (Exemption) Regulations 2026. This legislation marks the final step in the authorization framework, clearing the path for mobile handsets to connect directly to satellites without the need for individual user licenses.

The regulations are set to come into force on February 25, 2026.

No License Required for End-Users

For device manufacturers and consumers, the headline is simplicity. Under the new regulations, mobile handsets and other SIM-enabled devices are exempt from the requirement to be licensed under the Wireless Telegraphy Act 2006 when connecting to authorized D2D services.

Telefonica UK (VMO2) Leads the Charge

According to the statement, Ofcom has approved a license variation request from Telefonica UK (Virgin Media O2). The new regulations specifically include the frequencies on which Telefonica UK is now authorized to provide D2D services.

However, the door remains open for the wider industry. Ofcom has confirmed that the process for varying licenses is open to other Mobile Network Operators (MNOs) wishing to offer D2D services. As new operators are approved, the regulations will be amended to include their specific frequencies.
