Indonesia Updates SAR Requirements for Mobile Phones and Tablets

Decree No. 197 of 2026 enters into force and supersedes the 2024 rules

A revised SAR framework now applies in Indonesia

The Kementerian Komunikasi dan Digital (Komdigi) has issued Decree No. 197 of 2026 on SAR Limits for Mobile Telecommunications Devices and Tablet Computers. Effective April 22, 2026.

Which products fall under the decree

The requirements cover mobile phones and tablet computers operated within 20 cm of the body and producing radiated power greater than 20 mW.

Limits and test standards

  • Permitted SAR levels for the head, torso, and limbs are aligned with the ICNIRP 1998 or ICNIRP 2020 guidelines.
  • Conformity is demonstrated against international test standards, including IEC/IEEE 62209-1528 and EN 50360/50566, together with the relevant KDB procedures.
  • Tablets without a speaker intended for voice calls next to the ear may be relieved from head SAR testing, provided the manufacturer submits technical documentation confirming this design.

 

Action points for ongoing and new certifications

From April 22, 2026 onward, DJID certification submissions must be prepared against Decree No. 197 of 2026. Brand owners, importers, and distributors with active or upcoming Indonesian projects are advised to verify that test reports and declarations reflect the new reference.
