Hong Kong OFCA Updates Key Specifications for Wireless Devices

The Office of the Communications Authority (OFCA) in Hong Kong has introduced updates to three critical specifications governing wireless devices, focusing on safety, performance, and compliance. These changes were published in August 2024 and reflect Hong Kong’s commitment to maintaining high standards in radiocommunications apparatus and wireless safety.

HKCA 2001 – Issue 15

This specification, titled “Compliance Test Specification – Safety and Electrical Protection Requirements for Subscriber Telecommunications Equipment,” outlines the necessary safety and electrical standards that telecommunications equipment must meet. It aims to ensure the protection of consumers by enforcing strict electrical compliance for subscriber equipment.

HKCA 1084 – Issue 1

The newly issued “Conformance Specification for Radiation Safety of Wireless Devices” (HKCA 1084) sets the guidelines for radiation safety for devices operating in close proximity to humans, such as smartphones and wireless gadgets. This standard aligns with international radiation safety protocols, particularly focusing on Specific Absorption Rate (SAR) and incident power density requirements to safeguard users from excessive electromagnetic exposure.

HKCA 1039 – Issue 7

The updated “Performance Specification for Radiocommunications Apparatus Operating in the 2.4 GHz or 5 GHz Band” (HKCA 1039) specifies the performance criteria for devices using frequency hopping or digital modulation within the 2.4 GHz or 5 GHz frequency bands. This update ensures that devices comply with essential technical standards while maintaining optimal performance across shared frequency bands(hkca1039).

Industry Impact

These updates, particularly the introduction of new radiation safety guidelines and enhanced performance standards for high-frequency bands, are critical for manufacturers aiming to enter the Hong Kong market. Compliance with these standards is mandatory for wireless devices to obtain the Giteki mark, signifying regulatory approval in Hong Kong.

Manufacturers and stakeholders are encouraged to review these updates to ensure adherence to the latest safety and performance regulations, ensuring a smooth market entry for their devices.
