Singapore IMDA Updates Telecom Equipment Registration Rules

Revised guidelines and SDoC forms for ICT compliance.

In March 2026, Singapore’s Infocomm Media Development Authority (IMDA) updated its regulatory framework for market access. The agency published revised versions of the Guide for Registration of Telecommunication Equipment and the Supplier’s Declaration of Conformity (SDoC) form.

These documents dictate how ICT products are evaluated, registered, and sold in Singapore.

Core Updates

  • Revised SDoC Form: The March 2026 SDoC form incorporates updated checklists referencing the latest technical regulations. Local suppliers must use this new format to declare equipment conformity before market entry.
  • Refined Registration Procedures: The updated guide clarifies the submission and evaluation process across IMDA’s three risk-based registration schemes (ESER, SER, and GER). It also provides updated provisions for the handling of equipment modifications and registration transfers.
  • Updated Technical Standards: The regulatory list now integrates recently revised specifications, such as the updated standards for Cellular Mobile Terminals (IMDA TS CMT). This brings in new conformance requirements for 5G NR configurations, electrical safety (IEC 62368-1), and updated RF exposure measurement standards.
