What is ANATEL’s new Certifica system?
Brazil’s National Telecommunications Agency (ANATEL) is preparing to migrate telecom product certification and homologation activities from the existing Mosaico-SCH platform to a new system called Certifica.
Certifica is intended to support ANATEL’s product conformity assessment and homologation processes, including the management and issuance of homologation records. ANATEL’s government digital transformation plan identifies “Homologar produtos de telecomunicações – Sistema Certifica” as one of the agency’s digital services.
The new platform is expected to enter full operation on 8 September 2026. As the implementation schedule may still be adjusted, applicants with projects around the migration period should confirm the current status before submission.
Why does SEI-Anatel registration matter?
The Certifica workflow is linked to ANATEL’s Sistema Eletrônico de Informações (SEI), the agency’s electronic administrative process system.
ANATEL provides external SEI access for individuals involved in administrative procedures, including electronic submissions, access to processes and electronic signatures.
For certification and homologation activities under Certifica, the applicant’s local representative must be properly registered and represented in SEI-Anatel. The required authorization also allows the designated certification body (OCD) to act in the process on behalf of the applicant.
What happens if the authorization is missing?
Without the appropriate representation and authorization in SEI-Anatel, the OCD may be unable to submit the certification or homologation process through the new workflow.
For manufacturers, this can turn an administrative setup issue into a market-access delay, even when testing and certification documentation are otherwise ready.
Companies planning Brazil approvals should therefore check these registrations before the Certifica migration rather than waiting until a new homologation application is ready to be filed.
What should manufacturers do before the migration?
Companies with current or upcoming ANATEL projects should check:
· whether their Brazilian local representative has active SEI-Anatel external-user access;
· whether the legal representative is correctly linked to the applicant company;
· whether the necessary authorization or power of attorney is in place for the OCD;
· whether projects already in progress may be affected by the system migration; and
· the confirmed Certifica launch status before submitting applications around the transition date.
ANATEL provides official information and access instructions for SEI external users through its electronic process portal. Manufacturers relying on a Brazilian representative should coordinate these steps with the representative and certification body before starting a new homologation process.
